Spiral Staircase

this is an external, steel spiral staircase leading from a second floor exit down to the garden. It may well comply with Building Regulations, but it is below average for staircases, and presents a hazard "fall associated with steps and stairs". Factors to consider would be that the treads are irregular width; the steps will get slippery when wet or icy; it is a long fall, there is no artificial lighting evident, and  if you were to fall you would end up in an isolated garden - it may be some time before you were found.
