An unguarded basement area

this basement well is 2 metres deep and no guard rail or barrier of any kind; there is a boot scraper at the top of the steps, and the path adjoinng is obstructed with bricks/ The paving is worn and eroded, likely to puddle when wet, freeze when there is a frost.

Note too that the handrail to the stairs is open sided, and the stairs themselves appear to be very narrow.
